I believe it is bundled into the windows BPQ install.
I never have need to install it on LinBPQ or WinBPQ installs.

You just set a port like that. And be sure to use the hex value for
your TCP port.
If you need a quick and dirty conversion and have python handy, run:
python -i
then type:
hex(8001)
It should print the value of port 8001 in HEX.
Use what that prints without the 0x.
