The way it was explained to me is that:

1) HR Flood is only: WW

2) HR (Personals and Directed Bulls) is geographical, in that #MTL.QC.CAN.NOAM would be listed as:
#MTL.QC.CAN.NOAM
QC.CAN.NOAM
CAN.NOAM
NOAM

3) Any other non-pure geogrpahical such as special interests or non-standard geographical is listed in AT:
NTS*
NYBBS
RN2BBS
ECBBS
NLI
NYEMRG

Hi everyones,

I've noticed that the oversea bulletins, except those addressed @WW are
not longer forwarded and even those that are addressed to inside country,
continent, state, province or regional are most not longer received among
my forwarding parteners.

A new forwarding partner has also noticed that even if he has many
european partners and him and I among others, we don't receive anything
except @WW.

I then noticed that the bpqmail has a new forwarding configuration scheme
and, after reading the instructions on it's website there are very weird
and not so clear instructions there.

So I wonder what can be done to restore intercontinental and even country
wide bulletins forwarding.

Also, would you reply in B mode that P in order to others sysops to see
the hints that can help everyone?
