The submission highlights the critical role amateur radio plays in Australia’s STEM ecosystem, innovation capability, and emergency communications resilience. However, it also identifies key challenges currently facing the service, including declining assessment outcomes, gaps in licensing documentation, inequities in callsign arrangements, and broader concerns around communication and service delivery. These issues are impacting participation, confidence, and operational effectiveness across the amateur community. Key proposals include the development of a staged EMR competence framework to enable safe access to increased power, modernisation of repeater and beacon regulation, and targeted improvements to spectrum access to support experimentation and emerging technologies.
