Just some adjustments:

>1. Send bulletins to <LIST>@AZ.USA that ONLY go to systems in Arizona

This is an incomplete format compatible with SP messages

>2. NOT rewrite bulls to <LIST>@AZ (this would send it to Azerbaijan)

Nope! In packet, the Coutries are identified with a 3-letter ISO code
so, to send a SB msg to Azerbaijan you *must* write SB <LIST>@AZE

>3. NOT rewrite bulls to <LIST>@USA (this would irritate NC8Q)

This is a correct format to forward to USA Country.

Specially you Americans involved into many States could agree yourself
to use a format similar, in principle, to that used since a millennium
ago by Italy, France, Spain, ... and namely, for example, addind the
prefix US before the name of State concerned, so to forward to
California you may use SB <LIST>@USCA and so on.

With the same principle it is possible to simplify the Hierarchical
H-address used for SP messages too.
